Microsoft, most likely clean update WP8.1 GDR2 and jump right into the Windows Mobile or Windows 10 10 Mobile browsing is known.
GDR2 itself was set to roll out in October and bring about a number of graphical and functional changes. Among them were able to quickly switch to mobile data on and off and Cortana, both of which seem to have arrived for the majority of users under Windows, GDR1.
Update touches issues of user interface changes, and most importantly greater support for hardware.

i Want to get a lumia 1520 but the lack of 3rd party is downright embarrassing. every time i see a commercial for an add i always see iOS and android but never WP.

regular (Majority) users will get windows 10 final version through carrier, not just dev preview users, its the same method, but dev preview is directly from Microsoft.
